You can join Google Play Points from the Google Play app.
It's a free to join service that will allow you to accrue Play Points simply by making purchases through Google Play. Each level also has corresponding weekly prizes, and as you level up, you will earn more prizes every week.
Available as a free-to-join programme, Google Play Points is created to reward users on "everything" they buy through Google Play.
Signing up for Play Points is free, and you can find the opt-in capability in the menu.

As per the search engine giant, the Play Points can be redeemed for "special items and discounts" in some games, or even for Google Play credit that can be utilised for apps, games, books, etc. These won't be on just anything though.
