She included India in her specific reference to over 35 countries, and mentioned Pakistan only in reference to Kashmir, but made no reference to the human rights situation in Pakistan-occupied Kashmir, Balochistan or Gilgit-Baltistan.

The council must "take steps to bring to justice the perpetrators of human rights violations of the innocent Kashmiri people, and in this context, constitute a Commission of Inquiry", Qureshi said.

Bachelet also voiced concern Monday over India's controversial citizenship register in Assam state, which critics fear is a cover for the ruling Hindu-nationalist Bharatiya Janata Party to expel Muslims.

In response, Indian authorities recently issued a statement claiming that landline telephony service has been completely restored in Kashmir while mobile phone access is back in most regions and will be restored progressively.

"The forlorn, traumatized towns, mountains, plains and valleys of Indian-occupied Jammu & Kashmir reverberate today, with the grim reminders of Rwanda, Srebrenica, the Rohingya, and the pogrom of Gujarat", Qureshi told the U.N. Human Rights Council.

Earlier on Saturday, National Security Advisor Ajit Doval had said that 92.5 per cent of the geographical area of Jammu and Kashmir is free of restrictions.

There has been no response from India so far, but Pakistan was quick to state that Bachelet's observations are "consistent with the position taken by the United Nations system vis-a'-vis the human rights situation in IOJ&K including the continuing restrictions and crackdown on fundamental rights and freedoms of the Kashmiri people".
