Spicer was unable to say whether or not anyone in the White House has seen language on the Senate's version.
The final report followed the USA intelligence community's initial statement in October 2016 that claimed senior Russian officials directed the hacking of Democratic Party organizations during the 2016 presidential campaign. The president last month told reporters that "I'll tell you about that maybe sometime in the near future" but offered no hints as to whether the tapes exists, except saying that some journalists would "be very disappointed" to find out the answer.
Steve Bannon reportedly told a journalist that the reason there are no cameras at Spicer's press briefings is because Spicer "got fatter". "I'd be glad to touch base with him and get back to you".
"It's no secret we have had a couple vacancies, including our communications director who has been gone for a while".
"I'm right here, so you can keep taking your selfies", Spicer said when asked if he was leaving the position of press secretary.
Trump has repeatedly cast doubt on the intelligence community's conclusions, though he did concede in January that Russian Federation was likely responsible.
Theresa May's plan still has hard Brexit core
But although the Government's Queen's Speech documents has a lengthy section on schools, there is no mention of this policy. The Lib Dems said their version would call for continued membership of the EU single market and customs union after Brexit.
When pressed what if the "more heart" comments on Monday meant that Trump had issues with aspects of the Senate law, Spicer demurred.
The White House has been holding a series of off-camera briefings in place of the traditional daily media events.
During past administrations, the press secretary spent hours prepping for the briefing, often by querying the president personally in order to speak properly on his behalf.
CNN reporter Jim Acosta seemed especially peeved that in addition to not allowing recordings, Spicer wasn't offering any substance to the questions reporters asked.
As to whether Trump shares that conclusion, Spicer said, "I have not sat down and asked him about his specific reaction to them".
But there was at least one person who did not find Bannon's apparent joke to be amusing: Chelsea Clinton, daughter of former President Bill Clinton and Hillary Clinton.
