The National Weather Service also says the biggest threat from Cindy is the likely heavy rainfall over wide areas of the northern rim of the Gulf of Mexico.
As of 8 a.m. Wednesday, the storm was centered about 165 miles (265 kilometers) south-southwest of Morgan City, Louisiana, and is moving northwest near 8 mph (13 kph). Maximum wind speeds were 50 miles per hour, a decrease from 60 miles per hour reported overnight. It was expected to make landfall late Wednesday or Thursday.
The storm will still bring heavy rain and strong winds to the north central Gulf coast from Galveston to the Florida panhandle.
Double red flags are in place along the Gulf Coast, including at such popular tourist destinations as Panama City Beach, Gulf Shores, Orange Beach, Destin, Fort Walton and Navarre Beach. As this occurs, a cold front will drop down from the north and interact with the tropical moisture as it passes Friday night.
The Louisiana National Guard dispatched high water vehicles and helicopters into flood-prone areas. Tropical Storm Cindy has been causing rain in much of the Southeast.
In Texas, Abbott activated four Texas Task Force 1 boat squads and two Texas Military Department vehicle squads of five vehicles each to respond to any emergencies.
Areas along a 600-mile-long swath of the Interstate-10 corridor, from Louisiana coast to the Florida Panhandle and western Georgia, will experience the heaviest rainfall and greatest risk of flooding. New Orleans mayor Mitch Landrieu is urging people here to remain vigilant as the storm gets underway. If only there were more customers, she said.
"When we talk to the public, we tell them 'be ready.' The impacts are well outside that cone".
The storm could also drop temperatures to highs in the mid-80s on Sunday, he said.
"We could stay on the fortunate side, and that rain could come over a period of time, but if it all comes at one time, we expect to have localized flooding throughout the city", he added.
