At 10 a.m. former DHS Secretary Jeh Johnson will be testifying before the House Permanent Select Committee on Intelligence on what DHS knew about Russian cyberattack on election infrastructure in the lead-up to the election.
"As of right now, we have evidence that election-related systems in 21 states were targeted", acting deputy undersecretary for cybersecurity for the Homeland Security Department Jeanette Manfra said.
Manfra revealed that the DHS found that Russian hackers had targeted 21 states and successfully breached the election systems of some of them.
Former FBI Director James Comey told the Senate Intelligence Committee earlier this month that Trump asked about the Russian Federation investigation only with regard to how it affected him personally rather than how it affected U.S. national security. Democratic nominee Hillary Clinton has blamed the role of Russian intelligence at least partly for her unexpected loss in November.
President Trump, then the Republican White House candidate, repeatedly claimed that the outcome of the election would be "rigged" against him, alleging widespread voter fraud and inaccurate polling.
"We really need a national leader to take charge of this issue", Johnson said.

During opening remarks, Senate Intelligence Committee Vice Chair Mark Warner, D-Va., said "at a minimal cost, Russian Federation sowed chaos in our political system and undermined faith in our democratic process".

A number of state and local officials are anxious that the critical infrastructure designation will lead to the federal government trying to tell them how to run elections, something that's traditionally been run at the local level.

"We do recognize that these systems are critical to American life", she said.
While the Trump administration has continued in Obama's cybersecurity footsteps, Daniel said, "The election assistance commission should be beefed up and given a mandate to help the states".
"The internet has allowed Russian Federation to do so much more today than they've ever been able to do in the past", Priestap said. He drew a parallel between the collapse of the USSR and Russia's efforts to remake itself into a global superpower as one reason for their election meddling in the United States and across Europe.
Johnson said Russian hacking didn't change election totals, but he can't be sure other meddling didn't influence public opinion.
When asked by Sen. Roy Blunt (R-Mo.) and Ron Wyden (D-Ore.), expressed support for paper-audited trails to ensure the validity of votes in the event of future hacking efforts.
The recent NSA report - written May 5 - detailed extensively a Russian intelligence-directed operation that targeted a company that provides voter registration software and, using information from that hack, later evolved into a "spearfishing" campaign against multiple state and local election officials.
"If they had turned the server over to you or Director Comey, maybe we would have known more", Gowdy said. "It just didn't get the attention that I would have preferred it get, because we were in the midst of a campaign where the press and the voters were focused on lots of other things, like 11-year-old videos".
