Lam left the chamber moments into her speech, as pro-democracy politicians chased her from the podium yelling taunts and hurling anti-government placards onto the floor.
Earlier in the day, Hong Kong leader Carrie Lam had to abandon her policy speech because of jeering lawmakers but later offered no direct olive branch to pro-democracy protesters, hoping instead to ease resentment by building more public housing.
In the video speech on Wednesday, the embattled leader announced policies to address Hong Kong's shortage of affordable housing.
Lam took just three questions, all from pro-government lawmakers.
She warned 'continued violence and spread of hatred will erode the core values of Hong Kong'.
In his remarks to reporters at a daily briefing in Beijing, Geng said, "We express strong indignation on and firm opposition" to the legislation.
The formal withdrawal of the controversial extradition bill is expected to take place on October 23.
Authorities have arrested more than 2,300 people since June when the unrest escalated, scores of them teenagers, some as young as 12 and the oldest 83.
Sham, one of Hong Kong's most prominent activists and convener of the Civil Human Rights Front, was on his way to a meeting in the Mong Kok area of Hong Kong when the attack happened.
Sham was taken to the nearby Kwong Wah Hospital.
"It is not hard to link this incident to a spreading political terror in order to threaten and inhibit the legitimate exercise of natural and legal rights", it said in a statement.

But U.S. troops stepped aside last week as Turkey launched an offensive against the U.S. -backed Kurdish forces. But President Erdogan has ignored calls for a ceasefire from Donald Trump , saying the Turkish "goal is clear".
This is the second time Sham has been targeted in less than two months. "We can't help feeling that this entire thing is part of a plan to shed blood on Hong Kong's peaceful protests".
"If some foreign governments or media are taking sides, then I think it is rather unfortunate", as foreign interference in the matter might slow down the peace process, he added.

The assailants escaped in a vehicle and their identities remained unknown, although organized crime elements have always been accused of engineering attacks on protesters and leaders of the pro-democracy camp.
This month, two police shootings that injured teenage protesters, the stabbing of a police officer, and the detonation of a small, remote-controlled bomb close to police officers ratcheted up violence to levels unprecedented since the former British colony reverted to Chinese rule in 1997.
Both Lam and Beijing have repeatedly dismissed those demands. A third bill would ensure that USA weapons are not being used against protesters by police.
One of the measures, the Hong Kong Human Rights and Democracy Act, would require the US secretary of state to certify every year that Hong Kong retained its autonomy in order to keep receiving the special treatment that has allowed it to be a major financial center.
Lam said, "This Hong Kong human rights and democracy act is totally unjustified and unwarranted".
"U.S. interests are bound to be hurt adversely as a result", Ip said.
Geng said the U.S. should "stop meddling" and warned China would take "strong measures" to counter the proposed Hong Kong bill.
"Hongkongers are now fighting for true and fair universal suffrage, which is the unresolved promise in Basic Law 22 years after the transfer of sovereignty", Wong said, citing a recent survey by the Chinese University of Hong Kong as saying that more than 80 percent of Hong Kong's seven million population supports fully democratic elections in the city.
