New California law requires later start times for schools

California lawmakers continued the state's expansion of rights and protections this year for immigrants who enter the country illegally, with laws signed by Gov. Gavin Newsom allowing them to serve on government boards and commissions and banning arrests for immigration violations in courthouses across the state. Earlier this year, 9-year-old Ryan Kyote used his allowance savings to pay off his third-grade class's lunch debt after watching a student made to take back her hot lunch due to what her family owed. Brown said local districts should set their own start times and noted that the California School Boards Association and the California Teachers Association, a large union, opposed it.

State Sen. Anthony Portantino, who authored the bill, cheered the news in a Facebook post on Sunday. A 10-month study by a panel of 13 experts reviewed 864 scientific articles about the relationship between sleep and children's health and evaluated the evidence.

Schools have until July 2022 to comply with the new law.

California's move is in line with research and guidance from the nation's top health organizations.

The changes mirror recommendations from the American Academy of Pediatrics.

Getting less than the recommended amount of sleep is associated with problems in attention, behavior and learning, AASM says. They're also more likely to engage in self-harm or experience suicidal thoughts and attempts.
