The discussion comes at a time when the government is weak following Prime Minister Theresa May's disastrous decision to hold a snap election in which she lost her majority.

Centrepiece of Mrs May's programme is the Repeal Bill which will transfer relevant European Union laws on to the United Kingdom statute book at the moment of Brexit in March 2019, with the aim of delivering "a smooth and orderly transition" and avoiding uncertainty for businesses and individuals.

Of the 27 proposed bills put forth in the speech, almost a third pertain to the U.K.'s departure from the European Union.

In addition to the so-called great repeal bill, which transposes European Union law into British statute, there are bills on a new customs regime, a new immigration system, reforms to trade, a bill on agriculture and another on fisheries.

Lawmakers will have to approve the speech in a vote, expected on June 29 that will be a de facto vote of confidence.

For now, details on how exactly the British government will do so remain sparse, but the speech does appear to signal preparations for a clean break with the EU.
