Republicans to unveil revised Senate GOP health care bill on Thursday

The bill the Republicans are negotiating behind closed doors isn't a health care bill. Mitch McConnell could schedule hours of open hearings on the Senate's version of the American Health Care Act like the Democrats did with the Affordable Care Act.

Majority Leader Mitch McConnell (R-KY) answered that first question in his media availability after the lunch, announcing that a "discussion draft" would be unveiled Thursday.

"We've had seven years to discuss the basic components of health care", Scott said. "That it's going to come to the floor of the Senate before July 4th and that there will not be time for amendments".

After the House passed AHCA in early May, leading senators asserted that the Senate would go their own way.

McConnell's ability to assess and line up votes is considered masterful, and he's eager to pass legislation fulfilling a keystone campaign promise of President Donald Trump and countless GOP congressional candidates. Critics have estimated that the House bill would curtail Medicaid by some Dollars 800 billion, and some Republican senators from states where Medicaid was expanded under Obama have expressed concern about passing legislation that slashes aid to thousands of constituents.

In retaliation for Senate Republicans crafting their Obamacare repeal without the input of Democrats, Minority Leader Chuck Schumer invoked a measure that slowed down business in the chamber Tuesday. Mike Lee, R-Utah, said in a Facebook video for his constituents. Bob Corker, R-Tenn., said GOP senators will be briefed on the emerging bill Wednesday and he expects to see the legislation the next day, about a week before a vote occurs.

"The Senate is not a place where you can just cook up something behind closed doors and rush it for a vote on the floor", the Rubio said Sunday on "Face the Nation".

"This use of reconciliation to jam through this legislation, against the will of the American people, would be unprecedented in scope", Hatch wrote in a 2010 Washington Post op-ed titled "Reconciliation on health care would be an assault to the democratic process".

But besides Paul, it's unclear whether any GOP senators' reservations about the bill will be enough to keep them from voting for it.

Senate Democratic Leader Chuck Schumer said that the closed-door Republican meetings on healthcare amounted to "the most glaring departure from normal legislative procedure that I have ever seen".

Even so, lobbyists said final decisions had yet to be made on some issues. He said he's confident there is "strong interest" in the House for passing Russian Federation sanctions legislation that's similar to the Senate bill. That might satisfy Republican senators from states that expanded their programs, but conservatives have wanted to halt the extra expenditures quickly.

Still, Senate Republicans badly want to take up other priorities such as overhauling the country's tax code.

"We tried to find out what's in the bill, because its one-sixth of the American economy, and this is going to harm tens of millions of Americans", said Sen. "Hopefully we'll have 50 votes when that time comes".

Rep. Eliot Engel of NY, the top Democrat on the House Foreign Affairs Committee, said he's concerned that sending the sanctions bill to the committee will give the Trump administration an opportunity to weaken legislation.

More moderate senators like Susan Collins of ME and Lisa Murkowski of Alaska are also seen as potential "no" votes on the other end of the spectrum. "I have no idea what the deal is".
