Hammond's more frequent and pointed interventions in the Brexit debate have come amid mounting evidence that the economic situation in Britain has worsened just as it has gotten brighter for the rest of the EU.
"We must first tackle the uncertainties caused by Brexit", said Barnier, a former French minister, as he greeted Davis at the European Commission's Berlaymont Building headquarters. "A soft or flexible Brexit we read as no Brexit and that we will not countenance".
"These talks will be hard at points, but we will be approaching them in a constructive way".
The government said that it is seeking an agreement "like no other in history" even as the country had got into hard negotiation terms over the issue.
"We agreed that our closest collaborators will start a dialogue on Ireland".
"The new Northern Irish executive needs to be set up in a few days' time, at the same time we have a new government and a new Taoiseach in Dublin and of course there are the ongoing political discussion in London which we are also following closely".
Brussels is also resisting British demands for immediate talks on a future free trade arrangement.
Though less visibly upbeat than veteran Brexit campaigner Davis, Barnier insisted the two sides would work together for a "fair deal" that would not "punish" Britain. "In the long run, this will be good for the United Kingdom and good for the rest of Europe".
Davies denied suggestions the agreed timetable showed Britain's "weakness" and insisted it was "completely consistent" with the government's aim of parallel trade and exit talks.
"It's not how it starts, it's how it finishes that matters". It's not something we are asking for in order to get concessions, it's just a direct effect of the United Kingdom decision.
