Comey answered that the Clinton email investigation was a completed, closed investigation at the time he announced in July that "no reasonable prosecutor" would bring a case against her, while the Russian Federation investigation is still underway and could be for some time.

Complicating things somewhat is the fact that in late October - much to Clinton's chagrin - Comey announced that the investigation into her email server was re-opening after a new batch of emails had been discovered on a computer belonging to Huma Abedin, a top Clinton aide, and her husband at the time Anthony Weiner.
The former FBI director's revelation makes clear that, in the heat of a presidential campaign, the sitting president's attorney general attempted to interfere with an investigation into the Democratic Party's candidate for president of the United States.
