Either reworking or quitting the North American Free Trade Agreement, which Mr. Trump has repeatedly called the "worst trade deal in the history of the world", was one of Mr. Trump's top campaign promises and key to the appeal to Rust Belt voters who helped swing the November election his way. "That's behind numerous forces that have led to a Trump presidency". With the Mexican election approaching and the USA midterms elections shortly thereafter, both the Mexican and American administrations have said they want a deal before mid-2018. The exchange of goods and services last year totaled about $597 billion, with Mexico earning a surplus of around $55 billion, compared to the $336 billion USA deficit with China in 2015, the last year for which figures are available.
The U.S., Canada and Mexico now have a chance to tweak the trade pact without losing its best features.
With NAFTA, however, not so fast.
In Canada, large majorities across the political spectrum support NAFTA, according to the Center's new survey: Liberals (83%) and Conservatives (82%), as well as supporters of the New Democratic Party (73%), say it has been a good thing for Canada.
He won unanimous approval from the Senate Finance Committee late last month, clearing the way for what should be an easy confirmation by the full Senate as early as this week.
U.S. Secretary of Commerce Wilbur Ross said he sees the report as a threat.
"It's been frustratingly slow", he fumed on Fox News.
White House officials tell a slightly different story.
The veteran senator finished the day with a forceful defence of NAFTA.

The president has remained firm in his denial of any collusion with Russian Federation during the 2016 USA presidential campaign. Yates' warning about Flynn in January capped weeks of building concern among top Obama officials, former officials told the AP.
Two weeks ago, the Republican had apparently chose to abandon the North American Free Trade Agreement (NAFTA), which he'd railed against as a candidate, though it's unclear if he understands the policy in any meaningful way. This dodges tariffs that Canada applies to other US dairy products.
Francois-Philippe Champagne, Canada's minister of global trade, plans to be in Washington for a trade conference on Wednesday and is emphasizing the integrated nature of the North American economy.
Mulhern said "NMPF will continue to insist that any renegotiation of NAFTA maintain this vital export market, and preserve the strong working relationship with customers and counterparts in Mexico". But he said: "There are areas of opportunity for modernizing this trade agreement".
In his speech Thursday in Mexico City, Poloz noted that the vast majority of Canadian and Mexican imports past year went to the US - Canada shipped 75% south, while Mexico sent 81% north.
The Trump administration also must contend with a tangle of competing USA business interests and political forces on Capitol Hill, many with strongly vested interests in the free trade arrangements. But it's a Republican senate with a Republican senate leader.
One such fault line involves divisions over trade. By that night, a readout of the president's calls with the two leaders affirmed his decision against terminating NAFTA.
Because our neighbors to the north and south are such great customers, it is hard to imagine the negative effect here in Nebraska if the United States were to abruptly withdraw from NAFTA. US agriculture and energy industries have prospered greatly in the free trade zone.
Just what you want to hear from a foreign government official: "Maybe they're just learning how to be a government".
Doing the same to NAFTA would indeed be a nightmare for the state's leading industry. Then adjust during negotiations, settling where you wanted to be in the first place, but the other party thinks you've given in.
She was optimistic that something positive would come out of renegotiations.
This national ingredients strategy "has resulted in lost markets for companies in Wisconsin and NY, threatening the livelihoods of numerous dairy farm families", said Jim Mulhern, president and CEO of NMPF.
