In a 15-second clip, Heaggan-Brown stops his police vehicle, gets out, draws his weapon and chases Smith, who falls in front of a chain-link fence and tosses a gun.

It deliberated for about ten hours before acquitting Haeggan-Brown on all charges - first-degree reckless homicide, punishable by up to 40 years in prison, second-degree reckless homicide, and homicide by negligent operation of a firearm. The data project Mapping Police Violence estimates that in 2015, only 1 percent of cases of on-duty shootings-over 1,000 in the United States that year alone-resulted in those involved being convicted of a crime.

After the shooting in August, angry demonstrators took to the streets of Milwaukee, setting fires to businesses and throwing rocks at the police. Just one day later, Heaggan-Brown was accused of sexually assaulting a man he met in a bar in Milwaukee.

"He looked like a known dude that fled from us plenty of times before", Heaggan-Brown said. The verdict was to be read Wednesday afternoon.

Smith ran from a traffic stop, approached a chain-link fence, and turned to face the pursuing officers, gun in hand.

"They are trained to kill and not to protect and serve us". He then threw his gun over the fence, according to dashcam footage of the encounter.

The prosecution alleged Mr Heaggan-Brown fired just as Smith attempted to surrender. At that moment, I believe I started to - I see him running northeast.

Prosecutors said that Heaggan-Brown's first shot was reasonable, his second was not, as he no longer had any reason to fear for his life.

In the encounter with Smith, Heaggan-Brown and two other officers had approached Smith's rental auto because it was parked more than a foot from the curb and they believed a drug deal was about to take place.

Heaggan-Brown's attorney said that his client was simply protecting himself and his partner at the time.
