The National Weather Service has predicted rainfall totals of 2 to 4 inches (50 to 100 millimeters) in Tennessee, Kentucky and West Virginia, though isolated amounts of up to 6 inches (150 millimeters) are possible.

Rain and storms continued to rotate around that center in bands, and some of those bands are expected to affect Alabama today as the center tracks closer to the state.

The weather service in Birmingham said numerous showers and storms are expected to develop later today, mainly along and northwest of Interstate 59.

Forecasters said there's a chance the watch could be extended.

Emergency officials are monitoring the forecast starting late Thursday night in the greater Charleston area with expected heavy rain at times continuing into Friday and early Saturday. Downgraded to a tropical depression, Cindy weakened as it crossed Louisiana toward Arkansas, but a broad circulation around the system swept moist Gulf air over the South, fueling severe weather and pushing up coastal tides.

"If there's not so much rain, it could end up being beneficial", corn and rice farmer David Hillman said in Almyra, Arkansas, 55 miles (90 kilometers) southeast of Little Rock.

"This rainfall could cause life-threatening flash flooding in these areas", the National Weather Service said in its advisory.

Osborne's family released a statement saying, "We are massively in shock, it's unbelievable, it still hasn't really sunk in". Regulars at his local pub, the Hollybush in Pentwyn, Cardiff, described Osborne being "drunk" on Saturday night.

As a slow-moving tropical storm that formed Tuesday in the Gulf, Cindy was blamed for one death: a 10-year-old boy, Nolan McCabe of St. Louis, Missouri, was vacationing with his family on the Alabama coast when he was hit by a log washed in by a large wave.

A flash flood watch will remain in effect through this evening for parts of south Alabama.

WIND: Gusts of tropical storm force in a few squalls are still possible mainly to the east of the depression.

The Houston area was expected to get a couple inches of rain through Thursday. Crews in Memphis cleared storm drains Thursday to help prevent flooding.

Weather forecasters are expecting a third day of rough weather for Gulf Coast states as Tropical Storm Cindy approaches. Cindy also caused widespread coastal highway and street flooding and several short-lived tornadoes, but no other deaths.

Tropical Storm Cindy sloshed ashore early Thursday in southwestern Louisiana, and the National Weather Service says moisture associated with that system will impact the Lehigh Valley this weekend.

The U.S. National Hurricane Center says Cindy's maximum sustained winds have decreased to near 40 miles per hour (64 kph) with continued weakening expected over the next two days.
