Cindy made landfall between Cameron, LA and Port Arthur, TX, early Thursday morning, according to the National Hurricane Center.
"Cindy is expected to produce rain accumulations of 3 to 6 inches with isolated maximum amounts up to 12 inches over eastern Texas, western and central Louisiana and southern and eastern Arkansas through Friday morning", the National Hurricane Center said.
Cindy could drop six to nine inches (15-23 cm) of rain and bring as much as 15 inches to some parts of southeastern Louisiana, Mississippi, Alabama and Florida, the NHC said.
The U.S. National Hurricane Center says Cindy's maximum sustained winds have decreased to near 40 miles per hour, with continued weakening expected over the next two days. Downgraded to a tropical depression, Cindy was weakening as it headed north through Louisiana toward Arkansas but a broad circulation around the system swept moist Gulf air over the South, fueling bands of strong weather and pushing up coastal tides.
Heavy rainfall and severe thunderstorms continue to extend well out from the center of Cindy, especially to its east and north.
The governors of Alabama and Louisiana both declared a state of emergency earlier this week due to the coming storm.

The National Weather Service issued a tropical storm watch Tuesday morning for the Houston region, which includes Harris, Chambers, Liberty and Galveston counties. A boy killed by debris in storm surf off Alabama was the only fatality reported so far in the storm, which spun off tornadoes and caused street flooding in many coastal areas.
As of noon Thursday, areas included in the flash flood watch were McDowell, Buchanan, Wyoming and Raleigh counties.
Severe weather and flooding has already been reported over the last two days along the Gulf Coast. The area could pick up an additional 1-3 inches of rain if you are under one of the rain bands, so flash flooding is still possible since all the rain will runoff.
Tropical Storm Cindy has been downgraded to a tropical depression, but the risky storm is still causing major damage in the Southeast U.S.
Cities that could experience flooding problems from the storm include Pensacola, Florida; Mobile, Alabama; Biloxi, Mississippi; and New Orleans, Baton Rouge and Lake Charles, Louisiana. There were numerous reports of waterspouts and short-lived tornadoes spawned by the storm.
Some threats could be lurking in the flood waters, including floating colonies of fire ants that Alabama officials warned about in a statement.
