Osborne, 47, a father of four from Cardiff, was arrested.

Authorities say a residential area in Cardiff, Wales, is also being searched.

The incident comes just over two weeks after three Islamist militants drove into pedestrians on London Bridge and stabbed people at nearby restaurants and bars, killing eight.

The attack unfolded while a man was receiving first aid from the public after being taken ill in Seven Sisters Road, police said.

Locals in Weston-super-Mare told the Times newspaper that he had left "because he was too much trouble", frequently getting into pub fights.

In a statement on behalf of the family, his nephew Ellis Osborne, 26, said: "We are massively shocked".

In an interview with ITV News, Osborne's mother said she found out about her son's arrest via the television. "It is obviously sheer madness". Another vigil was planned for yesterday.
