Russia's defense ministry says it will treat US -led coalition planes in Syria, west of the Euphrates River, as targets after the USA military shot down a Syrian Air Force jet on Sunday.
On Sunday, US-led coalition forces shot down a Syrian SU-22 as it was carrying out a mission over the Islamic state stronghold of Raqqa.
It was the first time the United States has shot down a Syrian plane, and the first time a US military jet has shot down any manned aircraft since 1999.
The shootdown comes after a U.S. Speaking in Washington on Monday, Joint Chiefs of Staff chairman Gen. Joseph Dunford says talks, not "hyperbole", are needed. "An incident occurred. We have to work through the incident".
The US military said it was willing to continue to cooperate with the Russians to avoid an aerial incident.
The advance have created tensions, particularly along Syria's border, where the United States and its allies are training an anti-IS force at the Al-Tanaf garrison.
The Syrian army said its warplane was on a mission against ISIS when its fire opened, broadcasting state-run television.
On Sunday, a USA warplane hit a Syrian Su-22 with a missile.
"We can not only fight ISIS effectively - we are going to come into conflict with others".
A similar incident occurred June 6, and on June 8 a USA warplane shot down a pro-regime drone in Syria after it fired at coalition forces.
Both Russia and Syria claim the SU-22 was engaged in an operation against ISIS about 25 miles south-west of Raqqa when it was shot down, in the first downing of a Syrian jet by the U.S.in the country's six year civil war.

"Washington has sent a clear message to Moscow that it's no longer business as usual", he said.
Speaking at an annual security and policy conference in Herzliya, he said they obtained "far from precise hits".
Other experts worry about the US military attacking pro-Assad forces without a larger Syria strategy from President Trump.
Charles Lister, a senior fellow at the Middle East Institute, sees the unfolding situation in Syria as an inevitable outcome of America's stubborn insistence that it is only in the country to fight IS, without addressing the broader civil war.
Gayle Tzemach Lemmon, a senior fellow at the Council on Foreign Relations, said Monday that the downing of the Syrian jet, together with Iran firing missiles into Syria over the weekend, marked "a dramatic escalation in a war the United States had not meant to fight".
On Monday, the United Nations expressed deep concern over the risk of escalation in Syria.
