South Korean President Moon Jae In said Tuesday that North Korea bears a "heavy responsibility" for the death of U.S. student Otto Warmbier and described its regime as irrational.

While the USA conducts bomber flights in the region on a routine basis, Tuesday's joint training mission is particularly noteworthy as it comes just one day after the death of Otto Warmbier - a 22-year-old American who was detained in North Korea for 17 months.

Seoul's Defense Ministry said the bombers engaged in routine exercises with South Korean fighter jets aimed at showing deterrence against North Korea. South Korean President Moon Jae-in said he hopes to draw North Korea to the negotiating table over its nuclear program by the end of the year and pushed off any talk about a potential preemptive strike, according to a USA media interview that aired today.

It said the flights demonstrated solidarity among South Korea, Japan and the United States "to defend against provocative and destabilising actions in the Pacific theatre".

The new leader of South Korea, President Moon Jae-in, has condemned North Korea's "cruel actions" after the death of American Otto Warmbier.

"We can not know for sure that North Korea killed Mr Warmbier but I believe it is quite clear that they have a heavy responsibility in the process that led to his death", the president added.

Trump called Warmbier's death at the hands of North Korea a "disgrace", and took to Twitter on Tuesday to offer additional thoughts about China's role in reining in Pyongyang: "While I greatly appreciate the efforts of President Xi & China to help with North Korea, it has not worked out".

He said his goal as the leader of South Korea is to draw the north "out to the table for negotiations" through pressure or sanctions.

North Korea has detained two Korean-American academics and a missionary, a Canadian pastor and three South Korean nationals who were doing missionary work there.

Doctors had described Mr Warmbier's condition as a state of "unresponsive wakefulness" and said he suffered a "severe neurological injury" of unknown cause.

South Korea to soon begin the mass-production of new missile interceptor code-named M-SAM to fight its neighbour North Korea. "If we achieve that freeze in North Korea's programs, we will be able to sit down and talk with the North Koreans to achieve complete dismantlement, and I hope that President Trump agrees with my view", he said in his interview with CBS.
