Clamping down, White House puts the 'brief' in its briefing

Spicer's explanation that he had not spoken to Trump about his views on the Russian election meddling is another example him failing to answer questions about Trump's position or thinking on a given issue - a key function of his job as White House spokesman.

"I'm okay with that", Trump said in response.

Ingraham declined to comment.

Critics were quick to note that Spicer's admission that he had not spoken to Trump about the topic recently demonstrated how removed White House communications office was from the president. "No decisions have been made".

Mike Dubke resigned as communications director in May after less than three months in the job.

Ainsley Earhardt noted that the press secretary has to be "tough as nails", asking if Ingraham would be intimidated by the role.

Spicer, 45, is rumored to be promoted to a role that oversees the Trump administration's news and communications operations, though he told reporters Tuesday that "I'm right here".

Mr Spicer's public role has already diminished in recent weeks.

The briefings are getting briefer, too: Early on, Spicer engaged with reporters for an hour or longer; during his May 30 briefing, he took questions for just 11 minutes. That is, until Spicer began holding off-camera briefings, forbidding networks from filming video or audio of the interviews.

"I know the president has been on the phone extensively with the leader and with key senators so I don't know if he's seen the legislation or not", said Spicer.

Spicer was also asked if on the days where the "president's voice" is the one that should be heard, that Trump appear at briefings.

The rumors had reporters taking selfies before his briefing on Tuesday and posting them to Twitter in case it was his last time at the podium. His aggressive style also was mocked by actress Melissa McCarthy in multiple episodes of Saturday Night Live.

Spicer caused an uproar in April when he claimed that Adolf Hitler, who gassed millions of Jews, "didn't even sink to using chemical weapons".

On Monday, CNN reported that the White House scheduled a gaggle that day, but again barred it from being recorded.
