North Korea is accelerating its push to acquire a nuclear-armed missile capable of threatening the United States and other nations, and the US regards this as a "clear and present danger", Mattis said in his speech at the forum.
The United States has said it is willing to talk to North Korea if it halts its missile and nuclear tests.
Ambassadors of countries such as France and Italy supported the resolution but stressed that sanctions are only a means to an end, not a goal realised.
Backing fresh sanctions on North Korea, Russia's deputy United Nations ambassador Vladimir Safronkov stressed in June that "the choice here has to be made in favour of using diplomatic tools to the maximum extent possible".

As expected, Mattis saved his harshest words for North Korea, calling its nuclear weapons program a threat to all, and taking the Kim Jong-un regime to task for its "long record of murder of diplomats, of kidnapping, killing of sailors, and criminal activity".
In an apparent reference to China's activities in the East and South China Seas, Inada said, "We continue to witness unprovoked, unilateral attempts to alter the status quo".
U.S. ambassador Haley, however, reaffirmed recent USA policy in the region is precautionary.

"Safronkov named the controversial American anti-missile THAAD system as destabilizing factor" in the region and called on the US and South Korea to reconsider recent military exercises.

"If the United States and its President continue to see allies and partners as purely transactional. that's going to put stress on relationships", said Ben Shreer, a defense analyst with the International Institute of Strategic Studies, the think-tank that organizes the defense conference.
"Deterrence requires clear communication to work effectively", Mount said.
Earlier to this official rejection, North Korea's mouthpiece, Rodong Sinmun, issued the deadly threat, warning Donald Trump's administration that America should save the lives of hundreds of millions of its citizens by stepping back from the alleged war that may lead to World War 3.
