At least six persons were killed and over 50 others injured in the massive fire, with police expecting the death toll to rise.
"People were starting to appear at the windows, frantically banging and screaming" and one woman indicated she was going to drop the baby, Lamrani told Britain's Press Association news agency.
The sounds of sirens and helicopters is non-stop as locals and residents, evacuated from the building, begin to gather outside to watch the blaze.
Footage on social media showed the tower block engulfed in fire, with huge flames stretching over several floors.
"There was bits of building falling off all around me, I scalded my shin on a hot piece of metal that had fallen off the building", said Jodie Martin, who lives close to the building and had gone to the scene to try to help. One of his daughters was hospitalized. The building was to undergo specific improvements to fire safety and ventilation works.
"Last time I saw him they were waving out the window, his wife and children", she said, sitting outside the Rugby Portobello community centre.
Commander Stuart Cundy, from the Metropolitan Police, said: "Our thoughts are with everyone involved in this truly shocking fire at Grenfell Tower".
"This is an unprecedented incident", Fire Commissioner Dany Cotton told reporters.
Firefighters rescued large numbers of people-some of them in their pyjamas-from the 43-year-old block, a low rent housing estate which overlooks up-scale parts of the Kensington area.

In a November post, the group argued that "only an incident that results in serious loss of life" would end what they described as "dangerous living conditions" and the "neglect of health and safety legislation" in the block.
Witnesses said they could see lights flashing at the top of the block - believed to be mobile phones - with residents desperately shouting for help.
Desperately trying to avoid the flames, residents threw one baby and other small children from high windows to people down on the sidewalk, witnesses said.

Mr Cundy added: "Whilst we may have accessed every floor that is not the same as a full search of the whole building, and as I said while we now sadly have 12 fatalities, I do believe that figure will rise and sadly I don't anticipate that there will be further survivors".
"Seeing people die in front of you." he stared at the sidewalk as his voice trailed offf. "I'm shaking." Paramasivan said. "When I arrived, there were 10 flats on fire".
"This is an absolutely devastating fire", Nick Paget-Brown, the local council leader, told CNN.
"It went like that", he said, snapping his fingers.
Cotton told reporters she'd never seen anything like the fire in her almost 30 years as a firefighter.
