Alexandria police said a suspect was taken into custody and "not a threat".
"The Capitol security guy, who had already been shot, who helped take down the shooter, came limping toward us in the outfield, totally ignoring his own wounds, to check on the person he was primarily responsible for (Steve Scalise)".
A government official says the suspect has been identified as an IL man named James.
He later died from his injuries, President Donald Trump said.
Brown said the FBI would be taking over the investigation "because this case involves an assault on a federal officer".
Trump refused to say the name of the alleged gunman, identified by multiple news outlets as 66-year-old James Hodgkinson from Belleville, IL.
U.S. Rep. Adam Kinzinger, R-Channahon, whose district includes Ottawa and Streator, was not at the scene, nor were any of his staff, according to his communications director.
He is in stable condition, Scalise's office said in a statement. The conditions of the others who were shot were not immediately known.
Williams, who is one of the coaches, said the Republican baseball team holds its practice every morning at 6:30 a.m.at Eugene Simpson Stadium Park in Alexandria, Virginia.
Rep. Jared Huffman said on Twitter that the Democratic baseball team was practicing when its members heard the news. "And I look around and behind third base, in the third base dugout, which is a cinder block, I see a rifle and I see a little bit of a body".

Rep. Chuck Fleischmann, R-Tenn., said the baseball practice session was nearly over when the shooting began on the field. He had a lot of ammo. Lawmakers who were at the practice said the shootings could have been much worse if the security detail had not been there. "He is grateful for the courageous actions of U.S. Capitol Police, first responders and colleagues", his office said in a statement.
Flake said Scalise "remained coherent" after being shot. He said he grabbed Scalise's phone to call his wife.
Flake says in a brief statement he didn't want Scalise's wife to learn about the shooting through the media.
House Majority Whip Steve Scalise of Louisiana was shot Wednesday at a congressional baseball practice, congressional officials say.
Brooks said he took off his belt so he and another congressman could use it as a makeshift tourniquet on Scalise.
"I put pressure on his wound in his hip", Brooks said, adding that Wenstrup started to focus on minimizing blood loss.
Brooks said two law enforcement officers were believed to be among the others shot. He said five people had been transported to receive medical care, including the suspect. Williams did not say what condition the staffer was in.
Scalise, the majority "whip" in the House, was in stable condition after being shot in the hip and was undergoing surgery at MedStar Washington Hospital Center, his office said in a statement.
