Trump offered Wednesday to personally broker a resolution to the Persian Gulf's escalating diplomatic crisis, as both he and Qatar's leader looked past his pointed suggestion only a day earlier that the tiny gas-rich nation enables terrorism.
The White House did not provide details on the waterways plan, but spokeswoman Sarah Sanders said Monday that the president would "speak about his wide-ranging vision for rebuilding our country".
Before his speech, the president met with Raya Whalen of Troy, Ohio and Dan Withrow of Louisville, Kentucky - two business owners whom Trump said saw their health-care costs skyrocket because of the Affordable Care Act. Trump also mentioned his announcement last week that he was pulling the US out of what he dismissively referred to as the "so-called" Paris climate accord.
"We especially appreciate the President's interest in inland waterways and in the unique infrastructure challenges facing rural areas", said Hartman.
Trump is speaking at a marina overlooking the Ohio River.
And while a section of the speech did outline the infrastructure package he wants to sign into law and the improvements it would usher in from coast to coast, Trump did not exactly court the Democratic support he will need to pass it.
The president painted a dire picture of the nation's locks, dams, and bridges, saying they are "crumbling" as maintenance has been "massively underfunded".

The president also plans a speech on his push to spur infrastructure investments using public-private partnerships. Charles Schumer, D-NY, have cast the plan as benefitting private investors by raising new tolls on highways and bridges. Trump was holding a series of meetings on June 6 with members of Congress, but they're all Republicans.
"The Republicans are working very very hard on getting a great health-care plan", he added. He spoke about backing large transformative projects but did not give specifics.
