Cosmos DB is designed for "planet-scale" applications, giving developers fine control over the replication policies and reliability.

The rest of Build's Day One keynote focused on new developer tools and services, in particular Azure cloud services that developers could tap to create scalable, AI-powered intelligent apps and services. Microsoft's new database migration services (in preview) move Oracle and SQL Server databases into Azure SQL Database with near-zero application downtime, and at no extra cost or configuration.
