The man, identified as Burgon Sealy Jr.by sources close to the investigation, had been firing at police through the night from his family's Brick Mill Farm development home north of Middletown. Stephan Ballard, the trooper who was fatally shot Wednesday in the line of duty. He was later released.

Since the killing, people dropped off red, white and blue candles, balloons and flowers at the Wawa and Troop 2, Glasgow, where Ballard served, to pay tribute to fallen trooper. The Appoquinimink School District went on lockdown, keeping all students and staff inside school buildings.

The unnamed suspect fired at officers who were outside his home around 4 a.m., police said. He declined to say if Sealy fired a gun at that time. Ballard immediately fell to the ground, and Ballard fired several more rounds, striking Ballard again in the chest.

Police tracked the suspected gunman to his home in a subdivision of two-story houses near Middletown, about 15 miles (25 kilometers) south of where Ballard was shot.

But legislators' questions ranged beyond specific incidents to the general disconnect between airlines' staff and their customers. Several members of Congress have introduced legislation to ban the bumping of passengers if flights are overbooked.
