The order targets the H1-B visa program, which allows US companies to employ graduate level workers in specialty occupations like IT, engineering, mathematics and science. The order also seeks to ensure that the melting and pouring of all steel meant for use in federal contracts is done in the U.S.

Those affected the most may be the immigrants from India, as they made up almost 70 percent of the recipients of H-1B visa in 2015, according to data from the State Department and Bureau of Consular Affairs cited by the New York Times.

Since the early days of Trump's campaign, he has been vocal about his stance on the visa program, constantly saying that it's a threat to the American labor force.

During the 2016 presidential campaign, Democratic nominee Hillary Clinton consistently pointed to the manufacturing of Trump-branded products overseas as an example of the businessman's hypocrisy on the issue of promoting domestic industry. White House spokesperson Sean Spicer said he wanted to visit "a company that builds American-made tools with American workers". His businesses have also hired foreign workers, including at his Palm Beach, Florida, club. "I support the concept of everything from the U.S".
