Rajnat Singh said the Maoists are trying to hamper the development activities and using the tribals as fodder. The soldier said that it will enable the troops to deal with the Naxalites in this region which is prone to such attacks.

In March, 12 CRPF personnel also lost their lives in an alleged Maoist attack in the same district. I will not term this as intelligence failure nor a strategy collapse but will look into the matter and resolve things soon as possible. "We have not seen this before", the official said.

It said two companies of the 74th battalion were out on operation to provide security to people engaged in constructing a road to connect Burkapal to Chintagufa in the area.

India Tuesday bid adieu to the 25 security forces personnel who were killed in a deadly ambush by Naxalite, or Naxal rebels, in the central state of Chhattisgarh's Sukma district Monday.

Singh, who reached Raipur with the Additional Director General of CRPF Sudeep Lakhtakia, said that the government would not let the sacrifices made by the soldiers go in vain.

The Centre has assured action against the perpetrators of the "cold-blooded murder" in Sukma.

Singh asked the officials to prepare a blueprint of the proposed new strategy for tackling left-wing extremism, which would be presented at the May 8 meeting to be attended by chief ministers and top civil and police officials of 10 naxal-affected states.

Maoists have often targeted the CRPF personnel which has suffered high causalities.

"The troopers replied in a befitting manner but taking geographical position to their advantage, the Maoists succeeded in inflicting loss to the CRPF", a CRPF statement said.

The government promised to review its strategy on battling Naxalites, as the Chhattisgarh chief minister warned that an operation would be launched "with more firmness" and "vigour" against the guerrillas in the coming days.

Prime Minister Narendra Modi called the attack cowardly and deplorable.

Singh said that the Maoists were seeking to destabilise development in the State.

"There have been massive human rights abuses", Nandini Sundar, a professor at Delhi University and author of "Burning Forest: India's War in Bastar", told CNN, pointing to reports of gang rape and theft by security forces.
