Arab leaders on Wednesday relaunched a peace plan that offers Israel full ties in exchange for Palestinian statehood, signaling to President Donald Trump that they are ready to engage if he tries to broker a broader Mideast peace.
On Tuesday, Guterres called on Arab leaders to set aside their differences to confront Syria's war, which is estimated to have killed more than 320,00 people and displaced millions.
Fayez Serraj told an Arab summit in Jordan on Wednesday that "everyone knows that no party can achieve a military solution".
The Amman Declaration says "peace is a strategic option" for the Arab world, based on a two-state solution.
In their statement, they also called for a revival of "serious and productive peace negotiations between Israelis and Palestinians" and renewed their commitment to a two-state solution. While Israel claimed the city as its "eternal capital" after occupying East Jerusalem during the 1967 Arab-Israel war, the global community does not recognize the claim and foreign embassies are now located in Tel Aviv.

Abbas's talks at the White House are expected to follow a visit by Egyptian President Abdel Fattah al-Sisi, scheduled for April 3.
He cast uncertainty over years of worldwide efforts to foster a two-state solution to the conflict when he met Israeli Prime Minister Benjamin Netanyahu at the White House last month. The fall of many repressive and autocratic regimes was exploited by extremists and terror organizations such as Islamic State of which seized large swathes of territory in both Syria and Iraq in 2014, wreaking havoc on the region.

Arab leaders "realize the urgency" of tackling long-running regional crises, from war to high unemployment, Jordan's foreign minister said Monday after chairing a meeting of his counterparts from the region. "There will be no peace or stability without reaching a just and comprehensive solution to the Palestinian issue", he added.
President Bashar Assad is absent.
In another apparent reference to Iran earlier in the day, Saudi Arabia's King Salman warned of the "interference" and infringement on sovereignty of Arab countries by outsiders.
"Israel must comply with the will of the worldwide community and adhere to the several United Nations resolutions that have called for an end to its occupation and the establishment of a Palestinian state", he said.
The AL summit concluded as the Trump administration is reportedly considering hosting a conference that would bring together Persian Gulf Arab leaders and Israelis for the first time.
Meanwhile, Sudan's president Omar Al Bashir - who is wanted by the International Criminal Court for crimes against humanity - attended the summit amid calls by Human Rights Watch for him to be arrested by the Jordanian authorities.
The last Arab League summit was hosted by Mauritania last June.
"Israel continues its schemes to take control of East Jerusalem, to change its identity and character and not to respect the historical status of the holy sites of Islam and Christianity".
