Adviser to South Korean president calls for flexibility on North Korea nukes

On Friday a South Korean military official told local news service Newsis the army is "keeping a close watch" on the development and that it is investigating the plausibility of an intercontinental ballistic missile engine test.

The North, now under a raft of UN crippling sanctions over its military programs, says it will continue those programs until the United States ends its hostility toward the country, slamming the controversial deployment of US Terminal High Altitude Area Defense (THAAD) in South Korea. Moon's observation of the test launch was likely meant to underscore South Korea's capability to respond to a North Korean missile attack, mitigating security concerns prompted by the controversy about delaying the THAAD deployment while also sending a warming message to the North Korean leadership, which continues to develop nuclear weapons and missiles.

But, the reclusive nation's ambassador to India, Kye Chun Yong, has told Indian TV that it is prepared to halt its weapons testing program if the United States stops its military exercises in the region.

North Korea Ambassador to India Kye Chun-yong said Pyongyang is willing to talk in terms of freezing its nuclear and missile tests under certain circumstances.

"North Korea will sell anything to anyone as long as they pay", Anthony Ruggiero, a former deputy director of the US Treasury Department and an expert in the use of targeted financial measures, said at a panel sponsored by the Foundation for Defence of Democracies last week.

U.S. spy satellites have picked up new activity at North Korea's underground nuclear test site, CNN reported on Tuesday.

The engine could "potentially be used on a future intercontinental ballistic missile or ICBM", according to the report.

Another official confirmed the test but did not give away further details on what kind of rocket component was being tested or whether it fit into the ICBM program.

North Korean news agency KCNA has released images which show another successful missile test inside the secretive state. One official said he believed the test had taken place within the past 24 hours, Reuters reported.

Chinese Foreign Ministry spokesman Geng Shuang said China opposed any action that violated UN Security Council resolutions and called for restraint from all parties.

South Korea's news agency says Pyongyang is willing to place a conditional moratorium on the programs if the US agrees to stop joint military drills with the South.

Mr Trump appeared to concede defeat in his efforts to curb North Korea's weapons program in a tweet on Tuesday. He also expressed a willingness to hold parallel talks on both denuclearization as well as a peace treaty to formally end the Korean War.
