Doctors last week described Warmbier's condition upon his return June 13 as a state of "unresponsive wakefulness" and said he suffered a "severe neurological injury" of unknown cause.
Pyongyang said Mr Warmbier fell into a coma soon after he was sentenced a year ago, claiming the student had contracted botulism and been given a sleeping pill.
McCain, the chairman of the Armed Services Committee, said North Korea "murdered" Warmbier.
Upon his arrival in the US, Warmbier was taken immediately to the University of Cincinnati Medical Centre, where doctors said that two M.R.I. scans sent by the North Koreans indicated that he had sustained a catastrophic brain injury shortly after his conviction.

The young man's father, Fred Warmbier, previously criticized former president Barack Obama's administration for how little he did for their son, saying officials had counselled the family against speaking out to avoid antagonizing the North Korean regime. The family of a U.S. student who died shortly after being freed from North Korea have declined a post-mortem examination, according to a United States coroner. "And, frankly, if he were brought home sooner, I think the result would have been a lot different", said Trump.

The current press secretary dodged a question on Tuesday about whether he would leave his job for another White House role soon. Talks have already begun into finding a successor for Mr Spicer and someone to fill the vacant role of communications director.
"The very bad torturous mistreatment our son received at the hands of the North Koreans ensured that no other outcome was possible", the family said Monday announcing Warmbier's death.
"I expect it this week", White House spokesman Sean Spicer told reporters at a news briefing.
"There had not been any previous detainment in North Korea that has ended with such tragic finality", it said.
"We're continuing to evaluate whether we should put in some sort of travel restriction", department spokeswoman Heather Nauert said at a press briefing.
Trump is expected to insist on tougher sanctions against the North rather than soften his stance, given the mounting hostility in the US against the reclusive state.
Trump tweeted Tuesday, "While I greatly appreciate the efforts of President Xi & China to help with North Korea, it has not worked out".
That said, Trump did acknowledge that China at least tried.
In a further sign that US-Chinese relations will remain stable, a White House aide said Mr Trump's daughter Ivanka Trump and her husband, White House senior adviser Jared Kushner, were invited by the Beijing government to visit China later this year. "Our thought and prayers are with Mr. Warmbier's family and all tho had the blessing of knowing him".
