The AHCA also would allow states under certain circumstances to apply for waivers that exempt insurance companies from having to cover numerous essential health benefits that are guaranteed under the Affordable Care Act.

McConnell can only lose two Republican senators - any more than that and Senate leaders will fail to repeal Obamacare.

Senate Republicans have been crafting their version of the bill for more than a month now.

Republicans might not be able to defend keeping their health-care bill secret until the last minute, but they have a reason for doing it: They're calculating that the blowback for keeping it secret is a lesser evil than the blowback for negotiating it in public.

Monday night, Democrats gave late-night speeches meant to clog up other Senate business and draw attention to lack of information on the crafting of the American Health Care Act, which is being revamped after passing the House to applause from GOP lawmakers. But instead of urging a more compassionate path forward for his party, Trump is only making these admissions in quiet rooms, away from public scrutiny, while publicly denouncing Democrats for not wanting to assist Republicans in their destruction of our health care system. Critics have estimated that the House bill would curtail Medicaid by some Dollars 800 billion, and some Republican senators from states where Medicaid was expanded under Obama have expressed concern about passing legislation that slashes aid to thousands of constituents.

McConnell told reporters Tuesday that a draft version of the bill would be released Thursday, but so far few members on either side of the aisle have seen any text of the massive legislation. Democrats have also criticized the behind-the-scenes meetings, staging a protest on the Senate floor on Monday.

"It's apparently being written by a small handful of staffers for members of the Republican leadership", said conservative Sen.

That's a pretty clear shot at GOP leaders in the Senate and allegations of Russian interference in the 2016 elections - the latter of which President Donald Trump has struggled through a rapidly expanding scandal over.
