Probes launched as search continues for London fire victims

In the middle of the night, while most residents were sleeping, a devastating fire started at Grenfell Tower, a high-rise block of flats in London.

"Certainly, buildings shouldn't behave in the way that one did in the fire", Webb told CTV News Channel in an interview from Cambridge, U.K. on Thursday.

Concerns about fire risks were brought to the attention of property managers Kensington and Chelsea Tenant Management Organisation and the owner, the Royal Borough of Kensington and Chelsea.

Prime Minister Theresa May's office said she was "deeply saddened by the tragic loss of life" in the fire.

Theresa May has ordered a public inquiry into the Grenfell Tower blaze as more than a hundred residents are feared dead.

But Webb says, to his mind, "a crime has been committed here", because it appears to him that, somewhere along the line, steps weren't taken to ensure the building would be safe during a fire.

Introducing the emergency briefing, fire minister Nick Hurd described the incident in north Kensington as a "national tragedy", adding: "I'm sure everyone's thoughts both in this room and outside are with those who have been affected, injured or have lost a loved one in the fire".

As the cause of the fire is now under investigation, there is no evidence that contractors are at fault or responsible for the blaze and bosses stressed that the work at Grenfell had been signed off by the council with all the required building regulations certificates.

Engineering experts have speculated that outside insulation panels installed on the 24-story Grenfell Tower may have helped the fire spread rapidly from one floor to the next. "ALL OUR WARNINGS FELL ON DEAF EARS and we predicted that a catastrophe like this was inevitable and just a matter of time".

People have been desperately seeking news of missing family and friends. The 31-year-old told AFP that he could never forget the horrors of what he witnessed early Wednesday morning, and like many in the neighbourhood, accuses local officials of wilful neglect.

That would give the fire brigade enough time to get to the scene and contain the blaze.

"If the fire began at 1am, why is she communicating at 3.30am with no help at all? You get a lot of fragmentation of bodies, charring of bones and sometimes all that's left is ash", said Peter Vanezis, a professor of forensic medical sciences at Queen Mary University in London.

"It was so preventable, and that's why we're so angry", said Alia Al-Ghabban, a veterinary receptionist who lives on the estate. The group a year ago completed a 10 million pound ($12.8 million) renovation that included new outside insulation panels, double-paned windows and a communal heating system.
