An Uber spokeswoman confirmed that he is no longer with the company but declined to comment further.

The recommendations in Holder's firm's report are expected to force greater controls on spending, human resources and other areas where executives led by Chief Executive Travis Kalanick have had a surprising amount of autonomy for a company with more than 12,000 employees, a source familiar with the matter said.

The Uber board is also said to be contemplating CEO Travis Kalanick taking time off from the company, possibly to return in another position with narrower responsibilities and stronger oversight.

The person didn't want to be identified because board discussions and staff emails are not usually public.

Uber was bracing for more turmoil - with some news outlets saying Kalanick himself may take a leave of absence - as a report prepared by former U.S. attorney general Eric Holder was to be given to employees Tuesday. The outside lawyers made no recommendation about Kalanick. Alexander had reportedly shared the woman's records with Kalanick and Michael. Uber has also spent much of the year responding to other scandals including its secret "Greyball" program for avoiding local regulators, a lawsuit from competitor Waymo and a class action lawsuit that alleges the company shortchanged drivers on ride payments.

Uber's valuation has skyrocketed over time, to almost $70 billion.

Uber's many high-profile missteps this year have been reflected in customer trends, with some users choosing to switch away from the service in favor of rivals, according to outside analysts.

The sweeping personnel changes came days before Holder and his firm, Covington & Burling, were expected to release the results of their investigation.

Top engineering executive Amit Singhal resigned in February after the ride-sharing titan learned he ended his career at Google after a sexual harassment complaint, reports said.

Alexander, who was sacked last week after Recode alerted Uber to his actions, then showed the woman's records to Kalanick and Michael.
