During Thursday's testimony Comey told committee members that Lynch had asked him to refer to the investigation into Hillary Clinton's emails as a "matter," rather than an "investigation".

"After former President Clinton met on the plane with [then Attorney General Loretta Lynch], I considered whether I should call for the appointment of a special counsel and decided that that would be an unfair thing to do because I knew there was no case there". We had a criminal investigation open before the Federal Bureau of Investigation. Comey said the alleged collusion led him "in an ultimately conclusive way" to hold a press conference to "separate" the investigation from A.G. Lynch's pressure.
