Two law enforcement sources told 10TV the gunman is down. The gunman was found dead with the employees.

OSHP Lt. Robert Sellers says that the shooter has been "neutralized".

NBC4's Olivia Fecteau reports that a woman said her mother works at the home and texted her that there was an active shooter there this morning. The sheriff says the hostages escaped when a shot was sacked at the chief.

The facility is secure, and it's unclear how the gunman got in, he said.

The number of shots fired in the incident is not yet known and if DiSario was able to fire any shots has not been determined.

Kasich, who called the murders a "senseless act of violence", also ordered American flags to be flown at "half-staff upon all public buildings and grounds throughout Licking County and the Ohio Statehouse" through May 16.

The order lasts through sunset Tuesday.

Kirkersville is a small village about 25 miles (40km) outside Columbus, the capital of Ohio.

Kathy Rogers owns a thrift shop on the same block as Pine Kirk Care Center.

Rogers says she went across the street to a neighbor's home and hunkered down with a group of about nine adults and eight children.

The gunman was in a wooded area behind the nursing home when he encountered two passers-by, whom he temporarily took hostage. The gunman was later found dead.

Responding officers found Disario on the street and then investigated a report of a gunman at the nursing home, Thorp said.

Thorp identified the slain police chief as 36-year-old Steven Eric Disario, who headed the Kirkersville Police Department.

Special agent Michael Trout from the BCI says seven special investigation agents are now conducting interviews and three crime scene agents are on the scene. The four dead include the chief, two employees of the facility and the shooter, Thorp said.
