The USS Michigan - a guided-missile submarine - arrived in South Korea for what a USA defense official described as a show of force amid tensions between the US and North Korea.
The meeting - announced last week and requested by Senate leadership - comes amid the U.S. Navy's bilateral military exercises with South Korea and Japan, and North Korea's live-fire drills to celebrate the anniversary of its military's founding.
Speculation was rife that Pyongyang may conduct its sixth nuclear test or launch a long-range ballistic missile to mark its military event.
"The more that we can solve this diplomatically and continue to apply pressure on China and other countries to use the political and economic tools that they have to achieve a goal in stabilization in the region, but also to tamp down the threat that North Korea faces, I think that that is something that we all share", said White House press secretary Sean Spicer.
North Korea's growing nuclear and missile threat is perhaps the most serious security challenge confronting US President Donald Trump.
Envoys on North Korean affairs from the US, Japan and South Korea agreed yesterday to keep up the pressure on Mr Kim's regime to give up its nuclear programme, including through sanctions and cooperation with China. "People have put blindfolds on for decades, and now it's time to solve the problem".
Analysts say any North Korean counter strike would draw a quick response from the United States, South Korea and Japan that could further escalate the conflict, draw in China, and lead to a second Korean war.
Kang said none of her sources inside North Korea had reported a significant rise in fuel prices. The trio also agreed that China and Russian Federation should play a bigger role in reining in the North, said Kim Hong-Kyun, South Korea's chief envoy on the issue.
US officials have said this could include an oil embargo. The relocation of the equipment by U.S. Forces Korea also took place early Wednesday to attract the least possible attention from local activists.
"We believe China has a very, very important role to play", said the USA envoy for North Korea policy, Joseph Yun.
"The council must be prepared to impose additional and stronger sanctions", he said.
Relations between North Korea and the United States and South Korea have deteriorated in recent months, as the rhetoric and military posturing on both sides has increased.
It is also believed to be preparing a sixth nuclear weapons test and recently detained a USA citizen, the third held in the country.
