The suspect, a 39-year-old African-American named Kori Ali Muhammad, shouted "Allahu Akbar" - "God is great" in Arabic - as he was being taken into custody.
Muhammad, who is black, fired 16 rounds in one minute at four places within a block, shooting men who appeared to be going about their day, authorities say.
Police say it is too early for them to determine if the shooting was an act of terrorism, according to the Bee. Muhammad made other statements to police but those comments have not been released, Dyer said.
The shooting happened Tuesday morning near a Catholic Charities building. The attack appears to be random.
He said all the victims were white males and there was every reason to believe Muhammad had acted alone.

Dyer said that Muhammad has some criminal history, including weapons violations, drug charges, false imprisonment, terrorist threats and although he has associated with gang, he was not a validated gang member.

Following this, British authorities had initiated the extradition process and forwarded it to a district judge for further action. A Metropolitan Police statement said officers from the Extradition Unit arrested Mallya on an extradition warrant from India.
Muhammad surrendered to police, telling an officer: "I did it".
Muhammad then opened fire at a restaurant but didn't hit anyone.
Police say two of the victims may have been clients of Catholic Charities, which provides a variety of services for refugees, the homeless and those for disabilities.
Muhammad then shot at another person and missed.
According to Dyer, most people had "disassociated" themselves from Muhammad, who had been living on the streets. While police were responding to the scene, a PG&E pickup truck pull up to Fresno Police headquarters on Fresno and M Street and notified police that his passenger had been shot near Mildreda and Franklin avenues.
At least three people were shot and killed when a man went on a shooting rampage in Fresno, California, yelling "Allahu akbar".
