Tillerson and Lavrov spoke to the press after meeting with Russian President Vladimir Putin in Moscow in an extended display of U.S.

Though the trip was planned earlier, much of the discussion between the secretary of State and Moscow is expected to focus on Syria and Russia's support for Bashar al-Assad, who is believed to have carried out a chemical attack on civilians in northern Syria last week.

Meeting in Moscow, foreign ministers from Russia, Iran and Syria jointly condemned last week's unilateral USA missile strikes against Shayrat air base less than a day after the USA and Turkish defense ministers called for the focus in Syria to remain on countering ISIS.

Lavrov said the US strike on the Syrian base has undermined peace efforts in Syria and reflected Washington's focus on ousting Syrian President Bashar Assad's government.

But Assad said evidence collected at the scene came only from "a branch of al-Qaida", referring to a former jihadi affiliate that is among the groups controlling Idlib province, where Khan Sheikhoun is.

"And I think it's very bad for Russian Federation, I think it's very bad for mankind, it's very bad for this world", Trump said describing Assad's use of chemical weapons on civilians that also killed children. In the eyes of the Russian and Syrian delegations to the United Nations, a full investigation should be conducted before any resolution is passed.

Assad dismissed photographs and video footage that moved President Donald Trump to launch retaliatory strikes on a Syrian air base. Until the chemical attack, the Trump administration had sought to step back from the USA position that Assad should leave power.

The three ministers also discussed the beefing up of us forces on Jordan's border with Syria, Moallem said.

The United States and its allies accused Damascus of gassing civilians on April 4, but Russian Federation said the intoxication was possibly caused by the explosion of chemical weapons produced and stored by the rebels in a local depot during a raid by the Syrian Air Force.

Mr Tillerson said Syria's government had committed more than 50 attacks using chlorine or other chemical weapons over the duration of the conflict. It's unclear whether Putin will grant Tillerson a meeting. "We're going to see how that all works out".

Trump's relations with Russian Federation are also a domestic issue, as USA intelligence agencies have accused Moscow of using computer hacking to intervene in the election to help Trump win.

"We discussed our view that Russian Federation as their closest ally in the conflict perhaps has the best means of helping Assad recognise this reality", he said. "But if I see them using gas...we have to do something".

"There is a low level of trust between our two countries", Mr Tillerson said.

Only weeks ago, it appeared that Mr Trump, who praised Mr Putin throughout the U.S. election campaign, was poised for a potentially historic rapprochement with Russian Federation. Trump says it's also "very bad for mankind". I expressed the view that the current state of U.S. -Russia relations is at a low point.

Mr Trump said it was "certainly possible" though "probably unlikely".

The statement says "the two leaders agreed that the attack in question be investigated by the OPCW, which is an independent organization whose legitimacy is recognized".
