As a part of the reported probe, Mueller plans to interview Director of National Intelligence Dan Coats, National Security Agency Director Mike Rogers and Richard Ledgett, former deputy director of the NSA.
Mueller has wide authority to look into matters related to Russian election meddling, including collusion with Trump operatives, financial links between Trump and Russia, and Trump's possible efforts to obstruct the inquiry.
The move marks a departure from statements made by ex-FBI director James Comey to Trump, insisting that he was not personally under investigation.
Aides to President Donald Trump are becoming frustrated his own actions have led to a reported investigation of him for obstruction of justice, The Daily Beast reported.
After Mr Comey's testimony, Mr Trump said he had been vindicated because his former FBI director confirmed telling Mr Trump on three occasions that he was not under investigation.
Conservative commentator Ann Coulter offered a similar message, tweeting, "Now that we know TRUMP IS NOT UNDER INVESTIGATION, Sessions should take it back & fire Mueller".
Bellerin keen to join Barcelona but feels tied to Arsenal, says Suarez

Chairman Chuck Grassley has emerged as an aggressive force, pressing for Comey's written notes of his conversations with Trump and leaving the door open Tuesday to a possible obstruction of justice probe. That showed that Trump is not one to be impeded by political protocol - Comey's 10-year term wasn't set to expire until 2023.
"It's my judgment that I was sacked because of the Russian Federation investigation", Comey said. He said there is no cause to consider removal, and that that the Attorney General's office alone would make that decision with the special counsel. The pair is also expected to meet with Mueller as soon as this week, Schiff said on Tuesday.
At a Senate appropriations committee hearing, Rosenstein hinted - without confirming directly - that Mueller's investigation could probe deep into Trump's White House.
Coats and Rogers refused to comply with the president's requests, officials said. Officials say that changed shortly after Comey's firing. "I took it as a very disturbing thing, very concerning", Comey told the committee. The White House on Monday night said that Ruddy did not speak for Trump but did not deny that Trump was weighing whether to let Mueller go. Trump disputed, though, Comey's assertion he had asked for a pledge of loyalty. He was the executive editor of Bloomberg News, before which he was a reporter, bureau chief, and executive Washington editor at the Wall Street Journal.
