NY Becomes 1st State to OK Tuition-Free College at Public Institutions

Hillary Clinton joined Gov. Cuomo in Queens Wednesday to promote his new tuition-free plan for New York's public colleges.

Cuomo and Clinton spoke at Laguardia Community College before the governor signed the tuition-free college plan that was passed by the state Senate on Monday.

Hillary Clinton says she hopes the free college tuition plan approved by NY state lawmakers last week will lead other states to follow suit.

Students who accept the "Excelsior Scholarship" have to work within the state of ny for the same amount of years as the year that they have taken the benefit of the scheme (commonly four years). If they leave, their scholarship will be converted into a loan. Though other cities and states - Tennessee, Oregon, and San Francisco, for example - have offered free tuition for community colleges, NY state is the first to include four-year institutions.

The governor compared the plan to free public high school education decades ago. Next year, more families will become eligible when the income cap increases to $110,000.

Relatives asked a judge in Prince George's County earlier this month for an emergency health evaluation, but were turned down. Court documents pertaining to her arrest describe erratic driving in the direction of officers on Wednesday morning.

"But until they do, I want every young person to America to understand: You move to NY, you make your commitment in NY, you can get an affordable college education". Undergraduate students who attend a State University of NY or City University of NY who qualify will be eligible for the scholarship starting this fall.

About 81 percent of families in Jefferson and St. Lawrence counties would qualify for New York's free college tuition program, or the Excelsior Scholarship, as it's called. The program includes provisions to allow students to pause and restart their studies if they encounter hardships.

Those eligible will pay nothing for tuition, which costs $6,470 annually at four-year schools and about $4,350 a year at community colleges.

"I'm going to be a senior next year, I'll be applying to colleges, so this is really awesome". That's the average price for a public four-year institution in NY, according to CNN. "We need to make our state colleges truly affordable across-the-board; the Excelsior Scholarship falls far short of this goal". The program will make tuition for both CUNY and SUNY schools free for families earning less than $100,000 a year. Students also need to live and work in-state after graduation for the same number of years that they got assistance for.
