Trump said Thursday that "there can be no dispute that Syria used banned chemical weapons" and that "years of previous attempts at changing Assad's behavior have all failed and failed very dramatically".

The move immediately prompted a backlash from Russian President Vladimir Putin, who said it would damage U.S.

But both Trump's national security adviser, Herbert McMaster, and U.N. Ambassador Nikki Haley are now calling for the removal of Assad.

Iran and Russian Federation are Assad's closest allies and label all opponents of his regime as "terrorists".

"Russia needs to decide whether it wants to double down on its support of a murderous regime that is committing war crimes, or whether right now it wants to say, 'You know what?"

The three leaders agreed "on the importance of holding Syrian President Bashar al-Assad accountable" for the atrocity, the White House said in a statement after the calls.

Russia will retaliate if its military facilities in Syria are targeted, a Russian lawmaker said Tuesday. "And once the ISIS threat has been reduced or eliminated, I think we can turn our attention directly to stabilizing the situation in Syria". He also said the US doesn't want the regime's chemical weapons to fall into the wrong hands.

The top American diplomat plans to use his meetings with foreign ministers from the Group of 7 industrialized economies - normally a venue for wonky economic discussions - to try to persuade leading countries to support the US plan.
