The officer then charged Cain to detain him, and police said "for an unknown reason, the officer threw the pedestrian to the ground and began striking him in the face with his hand multiple times".

"Come here, bud", the officer said.

The officer asked the man to stop a few times but he continued to walk away, according to the release. "I could've tried to fight back but that's when guns would've been pulled out and I would've gotten shot".

What was supposed to be a routine police stop then turned out to be something really disturbing.

Authorities say a Sacramento police officer seen on video throwing a jaywalker to the ground and hitting him in the face repeatedly is now under criminal investigation.

The officer tackles Caine onto the tarmac and straddles him while punching him in the face several times as a woman in a auto who is filming the incident yells out, "Hey, hey... why are you beating like that?"

The Sacramento Police Department said Cain had challenged the officer to a fight after removing his jacket. He was released the next morning.

Video captured an unidentified Sacramento officer tackling and punching a pedestrian.

Sacramento police said in a statement Tuesday that the actions of the officer, a two-year veteran of the department, were not within its policy.

The department said the incident began when the officer attempted to stop a pedestrian "observed crossing the street unlawfully".

Now, according to the California Law, jaywalkers - those who cross the roadway at any place except in a crosswalk - can potentially be fined. "As a result, the Department's Internal Affairs Division is investigating the event".

"I find the actions of this officer extremely disturbing and they are not representative of the training nor the expectations we have for our Police Department", Steinberg said. "This evening, the involved officer has been placed on paid administrative leave pending the outcome of the internal investigation".

Steinberg said he anticipates that the city's Office of Public Safety Accountability will conduct a "swift and thorough investigation".
