He was speaking after South Korea's sports minister Do Jong-Hwan was quoted as saying some skiing events for the 2018 Pyeongchang Olympics could be held in North Korea, although officials insist he was misunderstood.

North and South Korea remain technically still at war - as no peace treaty was signed at the end of the Korean War in 1953.

"I am a believer in dialogue, but I also know that dialogue is possible when we have a strong national defense", said President Moon Jae-in after the launch.

North Korea has been conducting missile launches, amid increasing tensions in the Korean Peninsula despite receiving tough sanctions and warnings from the United Nations.

It's a twist on the typical pattern on the Korean Peninsula, where North Korean state media frequently issue reports about leader Kim Jong Un observing missile tests that it says are needed to combat South Korean and US hostility.

According to the USA official, the engine tested by the reclusive regime could be part of the smallest stage of an ICBM rocket engine.

In March, Jang reportedly said in Japan that there was no reason for the North to stay away from the Olympics, but that the games would be hosted by South Korea.

The U.S., however, sent Joseph Yun, U.S. Special Representative for North Korea Policy, and brought Warmbier back home.

South Korea's military plans to deploy the Hyunmoo-2, which is created to hit targets as far as 800 kilometers (497 miles), after conducting two more test firings.

Congress is now preparing legislation to ban American travel to North Korea. We have repeatedly said that China has been making unremitting efforts to solve the issue and has played an active and constructive role.

However, experts say Pyongyang could still be years away from have a reliable ICBM capability.

An ICBM is a guided ballistic missile, conventionally named for their minimum range of 5,500 kilometers or 3,400 miles.

North Korea now has three more American citizens imprisoned, two of them detained in April and May.

It was the second such test of the SM-3 Block IIA interceptor, which is being developed by Raytheon.
