It was only after a 400-page report released on Russia's efforts to influence Donald Trump's campaign in the U.S. elections that Mueller gave remarks reinforcing the findings of the report.

Special Counsel Robert Mueller makes a statement about the Russian Federation investigation, May 29, 2019 at the Justice Department in Washington, D.C. The two committees issued a subpoena to compel Mueller's testimony, marking the first time anyone from the special counsel's office will have appeared before Congress to discuss the Russian Federation investigation.

Rep. Adam Schiff (D-CA) dismissed the characterization that Mueller was given a "friendly subpoena", in an interview on MSNBC on Tuesday night.

"'Everything that I have to say, substantively, about what the president did and the people around the president are set forth in the report, '" Starr continued, saying what he believes Mueller will tell the committee.

Aides to Mueller will also testify in closed door sessions. Mueller, however, said on May 29 that "there was insufficient evidence to charge a broader conspiracy". While Mueller's lawyers negotiated their client's testimony, which resulted in a pro forma issuance of a subpoena compelling his appearance, if Mueller had resisted a request that he testify, the result was always going to be a subpoena anyway.

"We look forward to hearing his testimony, as do all Americans", they added.
