5-year martial law extension too long

Duterte placed Mindanao under martial law last May 23 following the attack of the IS-linked Maute terrorists in Marawi City.

"Awareness of Pres. Duterte's declaration of Martial Law in Mindanao was highest in Mindanao at 98 percent, followed by Metro Manila at 93 percent, Visayas at 93 percent, and Balance Luzon at 88 percent".

Duterte himself said he would not lift martial law before his second state of the nation address.

He also regarded as "noteworthy" the high percentage of respondents who signified disapproval to expand martial law in Visayas and Luzon.

However, 29 percent of respondents said martial law should have been limited to the province of Lanao del Sur including Marawi City the provincial capital, while 11 percent said it should have been declared only in Lanao del Sur and nearby provinces.

By locale, awareness of Pres. Duterte's declaration of Martial Law in Mindanao was 93 percent in urban areas, similar to the 91 percent in rural areas.

By extending martial law in Mindanao for five years, it sends the wrong signals to tourists and investors that the government can not contain the terror threat without locking down an entire island and possibly extending it to the entire country.

Go said they hope for an expeditious conclusion to the Marawi crisis or at least limit the areas covered by martial so "we can continue attracting tourists and investors, as we have experienced for the first part of this year".

"The Armed Forces, before it makes its recommendation to the commander-in-chief, must have enough basis - an intelligent basis - to make whatever recommendations there is for the extension or the lifting", Padilla said.

Indeed, it is only by virtue of Falcinelli’s prowess in the final third that Crotone still remains in contention to survive. In Romelu Lukaku, Koeman has a player with the capability of firing Everton to far headier heights than seventh place.

"It's not surprising, given the long-standing stereotype of Mindanao in many people's minds as a land wracked by violence".

Padilla said 379 Maute Group members have been killed in the fighting that started May 23.

Defense chief Delfin Lorenzana, in a statement Tuesday said declaration of the martial law must be resorted to only in national security circumstances. "He is also for the immediate restoration of the rule of law, peace, order, and the overall safety and well-being of our citizens not only in Marawi but in the whole of country", he added.

The President, under the 1987 Constitution, has the authority to extend it with the approval of Congress.

The military does not seem to support the five-year extension of martial law in Mindanao proposed by House Speaker Pantaleon D. Alvarez to deal with the lingering threat of terrorism and insurgency in the South.

"Unli-martial law, unli-rights abuses", Palabay said.

"It's already being done and in a few days it will be submitted to the (Executive) Secretary for his consideration because he is the administrator of martial law".

The group is also denouncing moves to extend martial law in Mindanao, saying the measure is "never anchored on respect for human and people's rights, but an ingress for unchecked, unbridled military rule".
