A USA diplomat who traveled to North Korea to secure the release of American college student Otto Warmbier (WORM'-bir) plans to attend his funeral in OH on Thursday.
Tillerson said the delegations also had a "frank exchange of views on the South China Sea", where the Chinese military is engaged in a controversial island-building project, which the United States opposes. In a news conference before Warmbier's death, they said they could not speculate on the cause of his condition. A State Department spokeswoman said Tuesday the USA was considering possible steps including a ban on Americans traveling to the country.
On Tuesday, a US official said USA spy satellites had detected movements recently at North Korea's nuclear test site near a tunnel entrance, but it was unclear if Pyongyang was preparing for a new nuclear test, perhaps to coincide with Wednesday's high-level talks.
"What happened to Otto is a disgrace".
"Since a year ago, I refrained from public activities out of concern that it could harm American and Canadian detainees in the North", Bae said in the interview.
Sen. Rob Portman said Wednesday he met with members of North Korea's mission to the United Nations, the country's only us presence.
Doctors weren't able to find evidence of fractures, meaning it was unlikely Warmbier was severely beaten; however, the cause of his coma couldn't immediately be deduced and President Trump said Warmbier suffered "awful torturous mistreatment...at the hands of the North Koreans".
The news comes following the death of USA student Otto Warmbier on Monday - just days after he was returned to his family in an unconscious state last week after being released by Kim Jong-un's officials for "humanitarian reasons".
Warmbier was sentenced to 15 years hard labor, but was sent home to OH on June 13 in a coma, dying days after his release, after spending 17 months in captivity. The circumstances of his coma and death remain unclear.

And we call on the DPRK to halt its illegal nuclear weapons program and its ballistic missile test, as stipulated in the UN Security Council resolutions". On Tuesday, Trump suggested that strategy had failed.
Trump wrote on Twitter that while he appreciated the efforts of President Xi Jinping and China to help with North Korea, "it has not worked out". "At least I know China tried!"
In Congress, Democrats and Republicans found consensus in denouncing the North.
Officials from Trump down have expressed sadness about the college student's fate, but say that for now, they haven't decided on a course of action. In the House, lawmakers lined up behind legislation from Rep. Adam Schiff of California, a Democrat, and Rep. Joe Wilson of SC, a Republican.
Tony Kim, who also goes by his Korean name, Kim Sang-duk, is a 58-year-old US citizen who was temporarily teaching an accounting course at the Pyongyang University of Science and Technology, North Korea's only private university. No licenses would be issued for tourism.
In one interview, Trump appeared to empathize with Kim, telling Reuters that taking over North Korea after his father's death was "a very hard thing to do".
The Defence Secretary Jim Mattis vowed to "continue to take necessary measures to defend ourselves and our allies" against North Korean aggression.
