Commander Stuart Cundy, a spokesman for London's Metropolitan Police, also cautioned there may have been people in the tower that police are not aware of, which would add to the death toll. He asked anyone who was in the tower and survived to contact police immediately.

He says it may be necessary for numerous outmoded tower blocks built in the 1970s to be demolished because of safety concerns. Emergency workers have reached the top of the 24-story tower.

Matthew Parris, a columnist and former Conservative lawmaker, said May's response to the fire had shown a lack of judgment which made her unsuitable to be prime minister.

Chancellor Philip Hammond said the cladding, which has been blamed for spreading the fire, is banned in Britain.
