He was speaking in London during a visit meant to rally diplomatic support for the Qatar embargo, the Guardian reported on Saturday.
"Accordingly and without establishing whether the Iranian boats had crossed Saudi borders, the coastguard of this country opened fire on the Iranian boats and an Iranian fisherman was killed due to a bullet hitting him in the waist", he added.
The IRINN TV news channel also reported the incident, quoting local sources from Boushehr province.
Saudi Arabia (which has also been accused of supporting terrorist groups), the United Arab Emirates and others have frequently complained about Qatar's state-backed media outlet Al-Jazeera and its equable working relationship with Saudi Arabia's main rival, Shiite power Iran.
Aqa-Babaei noted that the Islamic Republic is following up on the issue to determine whether the boats had entered Saudi territorial waters. Saudi Arabia and some other Gulf countries were angry with Qatar on why it was not supporting their anti-Iranian alliance and was pursuing an independent foreign policy.
There was no immediate Saudi reaction.
Thamer al-Sabhan, Saudi Arabia's first appointed Ambassador since the gulf war, sparked outrage in Iraq two years ago when he claimed that "Iranian terrorist personalities" were involved in the battle for Fallujah against ISIS, trying to punish the Sunni Arabs.

Several Arab states" moves were denounced by the head of Qatar's human rights committee on Saturday as act to isolate his country, calling it "collective punishment' that affects families, students and those in ill health even as three other Gulf countries defended the measures and announced steps to ease the impact on "our brotherly Qatari people".
Turkey has been siding with Qatar and pushing for a settlement through dialogue.
The countries cut air, sea and land links with Qatar.
Third, without further wasting any more time, Pakistan must play a leadership role in the Muslim world by presenting a meaningful plan for managing existing conflicts between Saudi Arabia and Qatar because crisis between the two is detrimental to the interests of the Arab-Muslim world.
Qatar's refusal to capitulate could delay Saudi Arabia's regional plans, particularly if Qatar allies such as Turkey step in to broker an agreement.
