London's Metropolitan Police said Saturday that they arrested a 27-year-old man and a 28-year-old man overnight in east London on suspicion of preparing acts of terrorism.
Borough Market remains closed but on Saturday the final cordon was lifted at London Bridge following last Saturday's barbaric attack. The bloodthirsty gang was also shot dead before they could make their way back to the van where their petrol bombs were stored.
After his payment was declined, Butt and his two accomplices rented a smaller van that they used to plow into crowds before they leapt from the vehicle and went on a stabbing rampage in an attack that left eight people dead and almost 50 injured.
The truck they had wanted to hire was smaller but similar to the one used in last year's Nice attack in which more than 80 people were killed in France.
"We won't let them win and London will carry on", she said.
Commander Dean Haydon, who is leading the investigation, praised the bravery of the armed officers who shot the attackers dead despite the possibility they could have been killed in an explosion.
It has also revealed that police believe the terrorists may have planned to return to the smaller van after the stabbings and ignite a string of Molotov cocktails found in the back. "Where might the attackers have bought them from?"
Police believe Butt was driving the van.
In the terror attack, the three drove into a crowd at a high speed using a van and then left the vehicle in order to stab pedestrians on London Bridge.

It comes as police continue to appeal for information on the attackers and their movements, following revelations that they held a midnight meeting at a gym in Ilford five days before launching the attack. According to police, the ringleader was Butt, who was known to anti-terror police after his friends and neighbors reported him for watching inciting videos online.
Police also found a number of office chairs, gravel and a suitcase in the van.
Two British counter-terrorism sources told CNN that the arrest was part of an effort by British police and the MI5 intelligence agency to take known Islamist extremists "off the streets" by going after them for crimes unrelated to terrorism.
The attackers also attached pink ceramic knives to their wrists and placed bags of sand in the back of the van to increase the weight, Molotov cocktails were also discovered.
Since the attack, 20 people have been arrested, with 13 buildings searched.
"I. saw a few injured people who were bleeding - including a man who had been stabbed in the stomach - and we got them to safety in the pub", he said.
"From what I'm seeing, there is nothing that suggests at the moment that we got that wrong", Haydon said, referring to Butt.
