Officers said just before the girl was abandoned, witnesses saw the female driver throwing items out of the vehicle and saw a male on a skateboard leaving the area.
A woman accused of abandoning her 5-year-old daughter Monday near the San Francisco Zoo has been arrested on suspicion of child endangerment.
Patton drove away from the scene with her 1-year-old son, leaving the 5-year-old girl on the concrete, according to police. The child landed on the concrete after being pushed out of the stopped vehicle, authorities said.
Both kids are now in the care of San Francisco's Child Protective Services, police say, and their mom "has surrendered herself into the custody of SVU investigators and is currently being interviewed", police said Tuesday night.
He is the father of the 1-year-old, and the woman is the mother of both children.

Video surveillance reportedly showed Christian yelling Islamophobic slurs at the driver of another MAX train on the same day. Police say Christian threw a plastic bottle at the woman, who responded by spraying him with Mace.
The male subject has been identified as the father of the one-year-old that was in the vehicle. Patton has surrendered herself into the custody of SVU investigators and is now being interviewed.
Police spokeswoman Giselle Talkoff said paramedics from the city's fire department witnessed the incident and called police. Anyone with information related to the incident should contact the SFPD Anonymous Tip Line at 415-575-4444 or text a tip to TIP411 with SFPD at the beginning of the message.
Patton was booked into San Francisco County Jail on suspicion of felony and misdemeanor child endangerment, Talkoff said. Police then notified Child Protective Services. Police believe another child may with the couple.
Investigators were not going to the public for help, possibly because they have a good idea of who they're after.
